The Ministry of education and science require a working ICT infrastructure| 05.09.2008
On Friday, September 5, the Federal Agency for education (Ministry of education and science) has announced that it is holding a contest for selection of executor of works related to “the development of technological and
hardware and software solutions, regulatory and technical base modernization and operation of info-communications infrastructure industry.”
According to the tender documentation, the contractor will have to solve three tasks:
– for “the Development and implementation of design solutions to ensure the smooth and effective functioning of the Ministry of education IIS, firewall, integration and operation of network components
documentation of the interaction of IEPS Ministry of education and science and the subordinate Federal agencies”;
– for “the Development and implementation of design solutions for the creation and support of a system of selector meetings and the creation of the first phase of video conferencing with universities and education authorities
of constituent entities of the Russian Federation”;
– for the “Provision of Internet services for the selected segment of IEPS”.
When the first of these tasks, the company-executor of the project should offer a solution to ensure uninterrupted (24 hours a day, 7 days a week) functioning
IIVS Ministry of education and science; the creation of internal videoconferencing system of the Ministry of education on 20 users (videoconferencing system must provide up to 12 videoconferences with the simultaneous participation of
up to eight terminals in each); to ensure the smooth functioning of the system documentation of interactions between individual segments of IIVS in the buildings of the Ministry of education, the Federal Agency for education,
Rosnauka and Rospatent; on organization of data transfer channels (1 Gbps) between the segments of the system documentation of the interaction of IEPS the Ministry of education, operating in seven locations (they are 50
users of the system documentation of the interaction).
The second objective is the development of design solutions for the creation and technical support conference calls for the Federal and regional education authorities (must provide
simultaneous participation in telephone conference audiosoftware representatives of the Ministry of education, the Federal Agency for education, Rosobrnadzor, the education authorities of the RF subjects). Here the bidder will have
to develop a design solution for the creation and support of the first phase of the videoconferencing system (36 subjects of the Russian Federation) with universities and education authorities of constituent entities of the Russian Federation (up to 48 video conferencing with
the simultaneous participation of up to eight participants in each).
The third task will require the contractor to ensure continuous (24 hours a day, 7 days a week) access from the Internet segment IEVS Ministry of education and science in the Internet industry and scientific and educational
Federal network RUNNet channel with a bandwidth of at least 100 MB/s. These channels must be protected by a firewall. The contractor will have to deal with domain name support mon.gov.ru,
functioning of it services, electronic mail (SMTP, POP3), etc.
The performance of the above mentioned works, the Ministry of education and science estimated at 24 million 500 thousand rubles.
The Agency accepts applications for participation in the contest till October 8th, and to summarize the results of bidding is going on 5 November.
