The company “Sinterra” has submitted to Federal Antimonopoly service of the Russian Federation the complaint to the Ministry of communications and mass communications of the Russian Federation on non-compliance of the current legislation of a number of conditions and
requirements documentation on carrying out of open auction on II – IV quarters of 2010 for the right to conclude the state contract on rendering of communication services within a single
information and telecommunication infrastructure of the state system of manufacturing, registration and control passport-visa documents of new generation System (PSDNP).
According to “sinterry” in the auction documentation, there are a number of inconsistencies with the provisions of applicable law, such as excessive requirements to the bidders,
the omission in the documentation of the number necessary for execution of government contract requirements to the contractor, the notorious impossibility of performance
separate technical customer requirements, etc.
“Sinterra” asks the FAS to cancel the auction for the provision of communication services for the biometrics.
