To give developers a quick start in the development of Windows applications, Microsoft offers a complete development environment with Windows 11 Enterprise, Visual Studio 2022 as a VM.

If you want to familiarize yourself with the development of Windows applications, you can download the evaluation environment with Windows 11 Enterprise and Visual Studio 2022 as a virtual machine (VM) until at least March 2022. For this purpose, Microsoft offers images for VMware products, Hyper-V, VirtualBox and Parallels.
The VM can therefore be easily deployed to Windows, Linux and macOS. After the download, developers only have to import the environment on their preferred virtualization platform and can start development immediately.
