“System modeling and analysis” must perform five tasks| 17.10.2008
Recently, the Federal tariff service (FTS) of the Russian Federation has summed up competition on selection of a contractor for the execution of research and development (R & d) in ICT.
The theme of this R & d to create a specialized module UIAS FTS of Russia to control the decisions of the regional tariff regulation agencies, local government bodies, automation of reference
Registry of subjects of natural monopolies and provision of information interaction with external data sources.
The winner had to solve five main problems:
– to create a specialized module UIAS FTS of Russia on control of the decisions of the REC and of the local authorities;
– create a module UIAS FTS of Russia — the registry of subjects of natural monopolies, including part of the module “Control”;
– to establish an information exchange with JSC “ATS” to ensure the implementation of procedures for monitoring the operation of NOREM and its participants in accordance with the RF Government decree No. 529;
to ensure information exchange with JSC “FGC UES” (TSU MRSK) to perform control procedures, data received in the wreck and the FTS of Russia within the framework of the processes of formation of the tariff and balance decisions;
to ensure information exchange with JSC “so-CDB UES” for reconciliations of information on actual and forecast balance of electricity and power.
For the implementation of this R & d Agency was ready to pay up to 11,5 million rubles.
Applications for participation in competition were submitted by three companies: “System modeling and analysis”, “Inara” and “Nicotech international”. However, the last two for certain reasons to the bidding procedure not allowed
was.
As a result, the Commission declared the contest void and decided to transmit the draft of the contract to a single participant — “System modeling and analysis”. The firm estimated its services in 11
million 170 thousand.
