The Moscow government will change the market of providers for state employees| 20.12.2010
Moscow government to decide how to equip the Internet for budget organizations of the city. The decisions to be taken in the first three months of 2011, can change the entire scheme of providing
telecommunication services in the capital.
According to the newly appointed head of the Committee of information technology of Moscow Artem Ermolaev, “what’s going on with the channels of communication, much worse than any other aspect of the information in
the city.”
Yermolayev headed the Committee October 26, 2010, and according to him, by the time the Agency did not have even a map of Internet connections, indicating which provider provides services to which the budget
institutions.
Now Internet access to state capital is provided as commercial providers, and through city resources, and most of the services accounted for a third party
organizations.
From the documents of the Moscow government that “under government contracts with commercial operators to urban users in 2010 is 14 thousand of telecommunication services”.
In the ownership of Moscow is the city multiservice network (GFV), which unites 849 objects. According to the tender documentation, it serves 7% of urban users.
The Committee for Informatization, according to its head, plans to make an inventory of the Internet connections that will show “what resources are available in the city, and at commercial operators.” “We
define where you need a commercial provider, and where you can do without it”, – said Ermolaev.
The contest, which was held December 3, 2010, to examine the state of Internet connections in Moscow is a company “SITRONICS-Paravan”, which won with an offer for the sum of 11.25 million RUB
Among other works she will perform three scenarios for the development of the budget Telecom in Moscow: the option of passing the entire Internet access to the public sector for outsourcing, with the provision
Telecom services through municipal resource, and also a mixed scenario.
Regardless of the outcome of this review, about three months later the Committee for information standardizes the requirements for Internet connections, and provide their providers, says
Ermolaev: “for Example, for schools the primary requirement should be of high quality content filtering, and for medical institutions – the reliability of the connection.”
In regard to the school Internet, Moscow CIOs “are interested in real, not filtered by the education Department of the state.” Indeed, the quality of the channel “Simple
network”, which in 2010 with its subcontractor Tascom provides Internet access to the capital’s schools, caused the last of multiple complaints. New provider will be determined at the contest
which will be held on December 24.
Interestingly, the results of the competitions to access the Internet in 2011, contracts with providers are organizations of Moscow for six months. According to Ermolaeva, after this period, the Committee
Informatization will be determined with the concept of the Internet for state employees, then its vendors “may become different”.
