“Helicopters of Russia” optimized budget planning system| 31.01.2012
JSC “Helicopters of Russia” and the group of companies “KORUS Consulting” report on the completion of the main phase of the project to automate and improve the budget management system at the holding company level to
based solutions for integrated business planning, budgeting and forecasting Oracle Hyperion Planning. The system provides collection plans and the formation of the consolidated budget and
put into commercial operation.
JSC “Russian Helicopters” – a subsidiary of JSC “OPK “Oboronprom” included in the “Rostekhnologii”. The company is a leading manufacturer of helicopters for military and civil
aviation and unites all helicopter building enterprises of Russia.
One of the priority directions of the strategy of “Helicopters of Russia” is to increase competitiveness and strengthen the company’s position in the global market. In addition, the company is focusing its
efforts on the modernization of industrial enterprises based on innovation and improving operational efficiency of the business as a whole. In the part facing the company objectives are particularly important
the issues of optimization of a control system of group companies and the efficiency of business processes. At the end of 2010, the management decided to start a project on improving system processes
budget management group of companies. The project was intended to solve the following problem:
• optimization of the process of collecting budgets at the holding company level as a whole;
• optimization of processes for the production of consolidated management accounts;
• automating the collection and consolidation of budgets for group companies.
One of the features of the project was the need to collect budgetary performance throughout the production chain, which includes design offices, production and testing capacity
service company, management company. The companies included in the “Helicopters of Russia”, implemented many joint projects and are linked by a supply chain.
To implement the new strategy budget management “Helicopters of Russia” was looking for an industrial solution that would cover all the processes of budgeting of the holding company and would be in scale
business. From the potential partner in project management “Helicopters of Russia” is expected to improve the existing methodology and creation of information system of budget management.
As a result of competitions, a project partner was chosen the group of companies “KORUS Consulting”, a partner of Oracle Corporation with specialization in the areas of Oracle Hyperion Planning and
Aerospace & Defence, with significant experience in projects to improve processes of budget management for the enterprises of the aircraft industry.
“The project team stood a goal to ensure that the budget of the campaign in 2012 based on new methodology of budget management in the new information system. Since the project began in
April, and the budgets of affiliated companies must be agreed by the end of November, the main difficulty of the project lay in the fact that in the short term to solve a large range of tasks. The whole cycle of works from
improvement of methodological support to creation of information system of budget management of the group was to be no more than 7 months, and 2 months was allowed for
pilot operation during the budget campaign. Factories and enterprises “Helicopters of Russia” located throughout the country: in Moscow region, Bashkortostan, Tatarstan, Primorsky region,
Perm, Buryatia, Novosibirsk… Staff from different time zones for the first time began to work in the new system, with new regulations, – says Alexey Kuchin, head of development
Oracle group of companies “KORUS Consulting”. – In this period our consultants have been placed in a state of “readiness” and on duty, in fact, a few weeks around the clock, so
as to all questions users had to answer in online mode”.
Within the project specialists of group of companies “KORUS Consulting” has been improved methodology for the compilation of the budgets of the enterprises of the holding, methodology, consolidation of budgets is automated collection and
consolidation of the budgets of JSC “Helicopters of Russia” on the basis of Oracle Hyperion Planning.

The project started in April 2011 and in November 2011, all companies of the holding, including 10 manufacturing enterprises, formed and agreed to their plans and budgets according to
advanced GK “KORUS Consulting” methodology of budget management in a new information system based on Oracle Hyperion Planning, “Project on automation of budget management was to
